Jackson, who moved to Stamford Bridge from Villarreal for £32 million, has already scored four goals in seven league games this season.
Despite some early criticisms of his finishing, Shearer sees improvement in the 23-year-old under new Chelsea coach Enzo Maresca. The former Newcastle star described Jackson as “raw” but full of potential, adding that with continued development, Jackson could hit the 20-goal mark this season.
Shearer noted that achieving consistency over several seasons will determine if Jackson can truly reach the next level and be recognized as a top player. For now, the Senegalese striker’s focus should be on improving and surpassing his 14-goal tally from last season.
